<p>Treasurer Tim Pallas recently told the Urban Development Institute of Australia (UDIA) work will begin on the new suburbs within four years. </p>

<p>Here’s what some authority figures are saying:</p>

<p>Over the past few weeks, the media has pulled out its crystal ball and provided us with&nbsp;a variety of&nbsp;forecasts for the 2024 property market. But “housing” is&nbsp;somewhat of a dirty word at the moment&nbsp;in Australia, and whether you’re buying or selling, it can be hard to know what to believe. Added to which, property&nbsp;markets are&nbsp;affected by so&nbsp;many factors beyond our control like economic conditions, interest rates, global events and even health advancements, so it can be difficult to make confident predictions. </p>
<h2><strong>Will the property market show the same resilience as last year?</strong></h2>
<p>Fortunately, the next best thing to a crystal ball is the advice of&nbsp;industry experts, many of whom&nbsp;were spot on in their forecasts last year. But despite the increasing cost-of-living crisis and interest rates, the property market proved surprisingly resilient, boasting a&nbsp;rise of more than 5.52% in national home prices.</p>
<p>The main reasons for that increase were low supply, strong demand, and limited construction, so does that mean&nbsp;that 2024 will be another bumper year for property&nbsp;owners?</p>
<p><em>“The higher cost of borrowing and a lack of available houses on the market may have hampered home buyers throughout 2023, but it hasn’t significantly slowed demand and the growth in property prices.”</em> Forbes</p>
<h2><strong>The experts agree that there is unlikely to be&nbsp;any major correction in the&nbsp;property market</strong></h2>
<p>Let's see why: </p>
<ol><li><strong>Interest rates are likely to remain high</strong>. Although they appear to have stabilised at their current level, many buyers and homeowners are limited by their loan capacity. Though many are praying that the Reserve Bank will have a change of heart and make a cut to make servicing mortgages more manageable and increase confidence, most experts believe that rates will remain high and some&nbsp;are even predicting another rise.</li><li><strong>There will be continued growth in house and unit prices</strong>. Major life events such as births, deaths, divorce, and distressed sellers will always ensure movement in the market and <a href="https://listingloop.com.au/news/the-recent-rise-in-home-loan-and-dwelling-approvals-what-do-they-show-us/" target="_blank">the surprising rise in home loans last year </a>proved that.&nbsp;With&nbsp;67% of Australians owning a property, Michael Yardney from Property Update is <em>“Feeling comfortable”</em> about this year. For example, he predicts Sydney house values will finish the year 6-7% higher and apartment values at 5-6%, and&nbsp;the major banks agree. He predicts&nbsp;the strongest performing cities will be Perth, Adelaide, and Brisbane with Melbourne showing slightly lower growth.</li><li><strong>More buyers will purchase&nbsp;in “Bridesmaid” suburbs</strong>. We drew your attention to this change in buyer habits <a href="https://listingloop.com.au/news/bridesmaid-suburbs-can-be-brides/" target="_blank">in our recent post</a>. The bridesmaid suburb is the cheapest in the postcode - the neighbouring suburb that lacks the prestige of its top ticket neighbours but still offers all the key benefits&nbsp;and with the unaffordability of city properties, the appeal of these suburbs is&nbsp;their lower entry point and investment potential.</li><li><strong>The "Help to Buy" scheme will assist certain first home buyers</strong>. The federal&nbsp;government program will offer eligible buyers an equity contribution of up to 40% for new homes and 30% for existing properties which will help&nbsp;keep the market moving at the first home buyer level.</li><li><strong>A growing change in culture may&nbsp;help&nbsp;alleviate the housing shortage</strong> – In his Quarterly Essay on the housing crisis, Alan Kohler pointed out the benefits of&nbsp;<a href="https://www.apimagazine.com.au/news/article/nimbys-v-yimbys-solving-sydney-s-rental-crisis-and-chronic-housing-shortage" target="_blank">the&nbsp;YIMBY versus NIMBY</a>&nbsp;approach as one solution to the housing crisis. Rather than&nbsp;opposing new developments and re-zoning, YIMBYs encourage the development of&nbsp;more housing and infrastructure iIn their back yard"&nbsp;in a bid to reduce local prices and rents.&nbsp;The change won’t happen overnight, but the signs are encouraging.</li><li><strong>The migration of buyers out of cities in search of a healthier lifestyle will continue</strong>. Many buyers are taking a more holistic approach to their housing needs and&nbsp;prioritising health and lifestyle. If we look at Sydney, for example,&nbsp;the Central Coast - to the&nbsp;north of the city - is exactly&nbsp;the type of commutable area that appeals to young&nbsp;families. To the south,&nbsp;towns&nbsp;like Wollongong offer a&nbsp;similar lifestyle as long as infrastructure keeps up with&nbsp;development.</li><li><strong>Strong population growth will continue to impact the market. </strong>We’re finally&nbsp;seeing the return of international students,&nbsp;migrants, and job seekers after the pandemic. Last year, foreign investment in the new housing market also increased to 10.1%. Continued interest from foreign buyers and immigrants is expected.</li><li><strong>Stage three tax cuts will benefit higher income earners and luxury buyers </strong>keeping the top-end of the market buoyant. With more borrowing capacity, these changes will increase their options in terms of suburbs and incentivise them to spend more.</li><li><strong>The rate of construction is improving but not at the rate we need. </strong><em>“Although buoyant, 2024 may still be challenging for some construction businesses, with demand surging in some markets and flattening in others. Construction costs also continue to rise, although at a slower pace than the past two years, and planning approvals and labour market constraints persist,”</em> says James Lawrence, Group Manager for Customer & Markets at Coates. This is one of the biggest issues in terms&nbsp; of supply meeting demand.</li><li><strong>Many renters will be forced to buy.</strong>&nbsp;In some suburbs it is indeed&nbsp;<a href="https://listingloop.com.au/news/buying-vs-renting/" target="_blank">"Cheaper to buy than rent"</a>&nbsp;as we discovered in the research for our recent post. Furthermore, many renters are fed up with the current instability and rental hikes. This change&nbsp;will result in&nbsp;an increase in demand that unless we find&nbsp;a supply solution, will contribute to a&nbsp;rise in property&nbsp;prices.</li><li><strong>“Deterred investors”</strong>&nbsp;could remain a problem, as&nbsp;pointed out by The Property Tribune. Rate rises and talk of changing policies and rent freezes have made some investors nervous which will continue to&nbsp;impact renters and the property market.</li></ol>

<p>Furthermore, last year, despite the fears about the cost of living and interest rate rises, the bank of mum and dad and the sheer determination by Aussies to own a property helped some first-time-buyers across the line. This year, that commitment looks likely to continue.</p>
<p>Home prices are predicted to continue rising in 2024, albeit at varying rates depending on factors such as location and market conditions.&nbsp;</p>
<h2><strong>So what does that mean for buyers?</strong></h2>
<p>It means that overall,&nbsp;the outlook is optimistic. And even if interest rates rise again, the experts are confident that the market will continue to grow - <em>although we should point out&nbsp;that certain experts like&nbsp;CoreLogic and Forbes have expressed their concern&nbsp;about the longer-term&nbsp;impact of the high cost of living unless the government can reduce it.</em></p>

<p>No one likes to talk about money, but <strong>EVERYONE</strong>&nbsp;seems to have an opinion about real estate agent commissions. For some reason, agents have acquired a similar&nbsp;reputation to solicitors and though&nbsp;many property owners don’t have a problem paying their agent's commission after&nbsp;a long, arduous campaign, some feel cheated when a property sells quickly.&nbsp;</p>

<h2><strong><strong></strong>The right agent will negotiate the best price for your property</strong></h2>
<p>There's no&nbsp;denying that a career as a real estate agent can be lucrative when the market is booming, but in an agent's defence,&nbsp;few&nbsp;people work the hours they work -&nbsp;many of which are <strong>after-hours</strong>&nbsp;- or have&nbsp;the level of patience required to meet the practical and emotional demands of their&nbsp;clientele.<br></p>
<p>Below are&nbsp;some of the&nbsp;many ways real estate agents can&nbsp;support you:</p>

<h2><strong>Selling property isn't rocket science, but...</strong><br></h2>
<p>It does&nbsp;require experience and a certain skill set. There is much&nbsp;more to it than&nbsp;a&nbsp;fancy suit or a flashy car.</p>
<p><em>“A key part of a real estate&nbsp;estate agent’s job is to manage negotiations and<strong> act as a go-between</strong> for any potential buyers and the owner of a property," say&nbsp;HomeOwners Alliance</em></p>
<p>Obviously, your research is crucial - and most experts recommend you meet at least three agents before you appoint one -&nbsp;but in a <a href="https://listingloop.com.au/news/how-to-sell-in-a-buyers-market/">buyers’ market like the one we are currently experiencing</a>, trust us,&nbsp;most agents will be forced to earn their fees.&nbsp;The majority&nbsp;are hungry for success. Many work on a commission-only basis and even when they are employed by an agency, they must give back a portion of their commission to cover their upfront costs.&nbsp;</p>
<p>N.B., Agents earn nothing upfront and the only money they should take from the seller ahead of a campaign should be for advertising and marketing materials if required. Their earnings for what may be months of work come solely from their commission, hence, if the property doesn’t sell, they stand to earn nothing.</p>

<h2><strong>So how much do real estate agents actually earn?</strong></h2>
<p><em>“At the end of the day, the answer is that it depends on the market they’re operating in, the market’s current state, and how well they’ve negotiated the terms of sale with the vendor.” (Entry Education).</em></p>
<p>In simple terms, real estate agent commissions&nbsp;is an agreed percentage of the sale price of the property. <br><br>There is no standardised fee structure, although the average rate in Australia ranges between 1.4 and 4%, depending on the location of the property and the competition in the area. In Sydney, for example, agents may agree to a lower commission because there is more property on the market, property prices are higher, and they can earn enough, whereas, in Hobart, agents command the highest commission rates.</p>
<p><em>The simple rule of supply and demand dictates that postcodes with lots of local agents drive competition for your listing. To get your business they are forced to lower their rates.&nbsp;</em></p>
<p>In <strong>Sydney,</strong> commission rates usually vary between 1.4 and 2.5%, in <strong>Melbourne</strong>, they range between 1.6 and 3% and in <strong>Queensland</strong>, the range is between 2.5 and 3.3%.</p>
<h2><strong>How is the commission worked out?</strong></h2>
<p>In Australia, we have two different fee structures:</p>
<ol><li> <strong>FIXED commission</strong>&nbsp;-&nbsp;I.e.,<strong>&nbsp;</strong>If a property sells for $1 million and their agreed commission rate when you signed your agreement was 3%, the agent will earn $30,000.</li><li> Or&nbsp;<strong>TIERED commission</strong>, sometimes called "negotiated commission", which&nbsp;is based on performance - I.e.,&nbsp;If a seller anticipates a sale price of $830,000, he may agree on a lower rate should the property sell beneath this price and a higher rate on any price over that figure.</li></ol>
<p>Inevitably, the seller must weigh up the pros and cons and decide on which fee structure suits their situation best, but it is easy to see&nbsp;why some sellers question real estate agent commissions when&nbsp;there are so many other costs to consider.</p>
<p>However, we warn against negotiating too hard unless&nbsp;the agent’s rate seems higher than your other quotes. Be mindful of the adage "You get what you pay for".&nbsp;If your budget is tight, maybe consider&nbsp;<strong>selling your property privately with us </strong>if you are confident in your negotiation skills&nbsp;or opt for a&nbsp;tiered commission structure.</p>

<p>There's a bunch of&nbsp;gloomy talk about a&nbsp;property market crash - and rising interest rates and house value decreases isn't helping the situation either.</p>
<p>So, should you believe this doom and&nbsp;gloom - or not?</p>
<p>Read on to find out more.<br></p>
<h2><strong>What is a property market crash?</strong></h2>
<p>As always, we like to start with the basics.</p>
<p>A property market crash occurs when property values drop extraordinarily low - we're talking 20% and more - very quickly.</p>
<p><a href="https://propertyupdate.com.au/property-predictions-for-2022-revealed/">PropertyUpdate's Michael Yardney says</a> this&nbsp;fall is usually due to a large number of&nbsp;property owners being forced to sell to people uninterested in buying, which in turn means the home will sell well below its worth.</p>
<p>And this forced sale is usually because homeowners can't&nbsp;keep up with their mortgage payments.</p>
<p>Mr Yardney said this situation often occurs when unemployment levels and interest rates are high.</p>
<p>NB: neither of these issues is transpiring right now - more about this later though.</p>
<h2><strong>The argument for a crash</strong></h2>
<p>We're not going to lie: property values are now declining almost in tow with the <a href="https://lendingloop.com.au/rba-cash-rate-spikes-to-0-35/">Reserve Bank of Australia's (RBA) decision to raise interest rates in May</a>&nbsp;for the first time in a decade - with the change also seeing the first&nbsp;spike in the 18-month long 0.1% rate.<br></p>
<p>This week, the RBA's monthly cash rate announcement saw the official national <a href="https://lendingloop.com.au/third-consecutive-rba-cash-rate-rise/">rate increase further to 1.85%</a>.</p>
<p>So, it&nbsp;was little surprise when<a href="https://www.corelogic.com.au/__data/assets/pdf_file/0013/11812/CoreLogic-home-value-index-August22-FINAL.pdf">&nbsp;CoreLogic also announced this week in its regular&nbsp;Hedonic Home&nbsp;Value Index </a>(HVI)&nbsp;that&nbsp;national housing values had fallen in July&nbsp;for the third consecutive month - and this included regional property values which have enjoyed incredible popularity during COVID.</p>
<p>"Five of the eight capital cities recorded a month-on-month decline in&nbsp;July, <a href="https://listingloop.com.au/news/how-to-navigate-change-in-a-choppy-property-market/">led by Sydney and Melbourne where values fell</a> -2.2% and -1.5%&nbsp;respectively," the monthly report noted.</p>
<p>"Brisbane also edged into negative growth territory for&nbsp;the first time since August 2020, with values down -0.8%, while&nbsp;Canberra (-1.1%) and Hobart (-1.5%) were also down over the month.</p>
<p>"Regional markets have also weakened, with the combined&nbsp;regionals index recording the first monthly decline (-0.8%) since&nbsp;August 2020."</p>

<h2><strong>Why is everyone panicking?</strong></h2>
<p>Google "property market crash"&nbsp;and it's little wonder both homeowners and potential buyers are nervous and concerned - especially with even industry experts at CoreLogic stating the following in their&nbsp;HVI this week:</p>
<p>"The&nbsp;national rate of decline is&nbsp;comparable with the onset of the global financial crisis (GFC) in 2008,&nbsp;and the sharp downswing of the early 1980s.</p>
<p>"In Sydney, where the&nbsp;downturn has been particularly accelerated, we are seeing thethe sharpest value falls in almost 40 years."</p>
<p>Then there are article lines such as&nbsp;"The ratcheting up of interest rates is expected to have a serious impact on Aussie property prices" or&nbsp;perhaps you'd prefer a headline like this: "The Aussie housing crash is accelerating".</p>
<p>For sure, the combination of higher interest rates and declining property values isn't good news and we're certainly experiencing a <a href="https://listingloop.com.au/news/how-to-navigate-change-in-a-choppy-property-market/">choppy market</a>, particularly when combined with a high cost of living, an energy crisis, a pandemic that just won't go away, and more.</p>
<p>But we do want you to consider and study the other side of the story.</p>
<h2><strong>The argument for a non-crash</strong></h2>
<p>Firstly, to give our CoreLogic friends their due,&nbsp;research director, Tim Lawless, said in his <a href="https://www.corelogic.com.au/news-research/news/2022/interest-rates-up-another-50-basis-points-with-more-hikes-to-come">RBA cash rate article this week</a> that&nbsp;interest rate hikes could well be&nbsp;"relatively short and sharp".</p>
<p>And while Mr Lawless believes such&nbsp;hikes&nbsp;will most likely continue for 2022, 2023 could also see&nbsp;rate stabilisation or potential reduction and therefore retrace the hikes of this year.</p>
<p>However, while this month's HVI wasn't pleasant, it's very important to explore the report further.</p>
<p>Yes, Melbourne and Sydney house values haven't increased in the past year but in this same period, Adelaide and Brisbane house values skyrocketed 24.1% and 22.1% with our remaining capital cities enjoying 5.3%-12.1% jumps.</p>
<p>Meanwhile, all regional areas in every state - including NSW and Victoria -&nbsp;can boast boosts of 8.4%-22.5%.</p>
<p>So, Australia is still largely in the black when it comes to property values especially considering the <a href="https://listingloop.com.au/news/why-are-house-prices-so-high/">extraordinary 24% acceleration we've enjoyed since 2020</a>.</p>
<p>And while we are <a href="https://listingloop.com.au/news/are-we-now-in-a-buyers-market/">moving towards a buyer's market</a>, it's only a very slow easement rather than a crash and we're still nowhere near the&nbsp;record-high <a href="https://listingloop.com.au/news/australian-house-price-history/">interest rate figure of 17% in 1989</a>.<br></p>
<h2><strong>Further reasons&nbsp;not to panic</strong></h2>
<h3><strong>Think long term</strong></h3>
<p>The main reason not to panic is this: house-buying is a major financial investment that will see you&nbsp;and your home walk hand-in-hand for decades, if not many years.</p>
<p>In this way,&nbsp;property value and interest rate changes are details you should expect in your house journey, rather than run from in a panic.</p>
<p>This point is what&nbsp;many people are forgetting right now. </p>
<h3><strong>Read between the panic buttons</strong></h3>
<p>For these people, we recommend reading up on what the property&nbsp;market has experienced in the last 10 years, or even <a href="https://listingloop.com.au/news/australian-house-price-history/">40 decades</a>, to keep things relative.</p>
<p>For example, even before COVID hit the scene, property prices were "prohibitively high in our major capital cities" while "supply constraints (were) not helping, particularly in Melbourne",&nbsp;according to a&nbsp;<a href="https://pursuit.unimelb.edu.au/articles/australia-s-housing-hard-crash-or-soft-landing">2017 article from the University of Melbourne</a>.</p>
<p>As well, people were paying more than they should for their homes - and&nbsp;this at a&nbsp;time when&nbsp;Australia hadn't experienced a recession for 25 years.<br></p>
<p><a href="https://thenewdaily.com.au/news/politics/2022/08/03/climate-bill-lower-house/">Another 2017 article</a> also highlighted how much property values increased around this time, with the&nbsp;Organisation for Economic Co-operation and Development (OECD) warning that our&nbsp;house prices “had reached unprecedented highs”, while a&nbsp;“significant downward correction” (otherwise known as a crash)&nbsp;would likely cut consumer spending and push up mortgage defaults.</p>
<p>The article reported that we saw the same kind of property issues&nbsp;occur in 1987.</p>
<h3><strong>Read up&nbsp;on those in the long-term know</strong></h3>
<p>Another way to keep property panic at bay is to&nbsp;read up on words from&nbsp;extra long-term industry experts, who've essentially been there, done that when comes to the real estate world and a potential property market crash.&nbsp;<br></p>
<p>Michael Yardney, for example, whose been investing since 1971, <a href="https://au.finance.yahoo.com/news/no-market-crash-coming-015258303.html">commented last month</a> that he couldn't see Australian property values falling even 15%-20%, let alone 30% - mainly because falls of this magnitude had never happened before, including during the 1990s recession,&nbsp;the Global Financial Crisis (GFC), and the period after the credit squeeze of 2017-2018.&nbsp;<br></p>
<p>"The largest annual fall in modern history was when the 'overall' Australian property market fell 5.5% in 2018.," Mr Yardney explained.</p>
<p>"The largest peak-to-trough fall – the drop in house prices around Australia from their peak values to the bottom of the cycle - was recorded in 2018-2019 when Australian property values fell 9.9%."<br></p>
<p>Mr Yardney also reminded readers again that while we are experiencing&nbsp;housing market corrections,&nbsp;"history shows that each market behaves differently and that there are markets within markets".</p>
<p>He added that while consumer confidence,&nbsp;borrowing capacity and&nbsp;affordability issues were spiking, many positive points should also be taken into account including&nbsp;a&nbsp;shortage of good properties,&nbsp;little new construction, a strong economy and low unemployment rates.</p>
<p>Meanwhile, a property podcast in May with&nbsp;<a href="https://www.hotspotting.com.au/the-truth-about-property-investing-in-australia-in-2022-with-terry-ryder/">The Investor Lab and&nbsp;Hotspotting's Terry Ryder</a>&nbsp;-&nbsp;a property specialist researcher and investor for over 35 years - was also very confident that no property crash was in sight for Australia.</p>
<p>"We have circumstances that are the least likely on the planet for our property prices to crash,"&nbsp;Mr Ryder said.</p>
<p>He explained that looking at circumstances behind dramatic property crashes - such as that of the US in 2008 - was crucial to understanding how and if they would happen.</p>
<p>In the case of the US, Mr Ryder said the crash was based on lax lending standards, a massive oversupply of property, a recession and very high unemployment - none of which Australia is currently experiencing.</p>
<p>He explained our lending rules and regulations&nbsp;in particular were now extremely stringent.</p>
<p>"When everyone is panicking, that's the time to keep a cool head as that's the time when opportunities exist,"&nbsp;Mr Ryder said.</p>
<p>"And what's&nbsp;happening with property prices is actually irrelevant - what's important is the future.</p>
<p>"You need to focus on areas with a strong local and diverse economy, where jobs are being created and there's a major infrastructure spend plus there's property affordability, low vacancies and high rental yields.</p>
<p>"These areas exist in many areas around Australia."</p>

<p>It may be chilly in the mountains right now, but real estate in the <a href="https://www.visitnsw.com/destinations/snowy-mountains">Snowy Mountains of NSW</a> and&nbsp;the <a href="https://www.visitvictoria.com/see-and-do/outdoor-and-adventure/snow-and-skiing">Bogong High Plains in Victoria</a> is still hot. Despite the reopening of our borders and the recent interest rate rises, supply can’t keep up with demand for alpine real estate&nbsp;and&nbsp;many investors are keeping their ears close to the ground for an <a href="https://listingloop.com.au/news/what-is-an-off-market-property/">off-market bargain</a>.&nbsp;After years of escalating prices, the property market is finally seeing a correction and many are keen to scoop up an exclusive property in one of these prized winter wonderlands.</p>
<h3><strong>Supply can't keep up with demand</strong></h3>
<p>The reality is, however, they may have to wait a while because finding a bargain in alpine resorts&nbsp;right now is almost as unlikely as a full week without rain in Sydney. These regions are continuing to hold onto&nbsp;the crazy prices triggered by the pandemic and the shutdown of our borders, and though it's anyone’s guess what will happen once we return fully to international travel, with many&nbsp;employees still working remotely, the government's investment in the areas around Jindabyne in NSW, and our increased focus on&nbsp;our physical and mental health, few can deny the&nbsp;appeal of the restorative powers of the&nbsp;mountains. For those who like to get back to nature, Australia’s alpine regions are now competing with its beaches.</p>
<h3><strong>Australia’s mountains are now competing with its beaches</strong></h3>
<p>Resorts like Jindabyne, Thredbo and Perisher, close to&nbsp;Sydney, and Mount Hotham, Mount Buller and Falls Creek near&nbsp;Melbourne have never struggled to attract winter visitors who have the requisite funds to ski, but these resorts are now drawing in holidaymakers throughout the year, which makes them even more irresistible&nbsp;to investors.</p>
<p>In general, alpine real estate&nbsp;property owners are&nbsp;cashed-up buyers who have&nbsp;more than investment on their minds.&nbsp;They are also keen skiers who, with their families, want to use the properties to&nbsp;take advantage of everything that “the snow” offers&nbsp;for a certain number of weeks in the year, and then rent them out for the remainder.</p>

<p>Annmaree Mitchell, who has owned a property in Thredbo for 14 years, says:&nbsp;</p>
<p>"We invested in Thredbo because I first started skiing as an 11-year-old and wanted my own children to experience that as well. I never thought it would be affordable but in 2008 the prices had been flat for some time and it was not on most people's radar. Also, press coverage about no snow falling in Australia in the near future due to fears about global warming probably put a lot of people off. Thredbo was the first resort to really make a huge effort in snowmaking and summer mountain biking, making it&nbsp;Australia's only year-round alpine resort which has helped prices rise. COVID&nbsp;and travel restrictions have further pushed them up.  It has been a good asset as there is a limited snow season (high rates) and now with mountain biking and better lifts/runs it has year-round income.  The scarcity of national parks not allowing any further development has also raised prices."</p>
<p>For those with the financial means and passion for the snow, the following are the benefits of investing in alpine real estate:</p>
<ol><li><strong>Strong demand</strong> - Because these&nbsp;regions are highly sought-after and stock is limited, demand outweighs supply&nbsp;which&nbsp;drives prices up, particularly in the Snowy Mountains, where there has also&nbsp;been an influx of workers in search of&nbsp;accommodation during the construction of Snowy 2.0. Rental prices are&nbsp;high, with more than a 60% rise in some areas.</li><li><strong>Accommodation savings</strong> - For those whose lifestyle affords them the luxury of staying in their properties for a large chunk of the year, owning a property in the mountains reduces the cost&nbsp;of local&nbsp;accommodation.</li><li><strong>High occupancy rates all year round</strong> -&nbsp;In NSW, the <a href="https://www.planning.nsw.gov.au/Plans-for-your-area/Special-Activation-Precincts/Snowy-Mountains-Special-Activation-Precinct">Snowy Mountains Special Activation Precinct Master Plan</a> has been finalised and it&nbsp;is hoped this will&nbsp;encourage tourism throughout the year.</li><li><strong>Limited space for development</strong> – These resorts are small and limited in terms of further&nbsp;development which helps them retain their exclusivity.</li><li><strong>Flexibility</strong> – Be honest, how many of us wouldn't jump at the&nbsp;opportunity of heading to the mountains&nbsp;at a moment's notice?</li></ol>
<p>Though alpine real estate prices were off the scale&nbsp;over the past few years – and prices have risen between 70 and 120% in some areas - potential investors should consider the long-term impact of climate change on snow conditions and the costs incurred to rent out holiday homes on sites such as Airbnb, agency fees and cleaning costs between rentals, which can eat away at their return. Furthermore, who knows how long the current&nbsp;demand will&nbsp;last in these regions once international travel ramps up again?</p>

<p>We're the first to say we love a <a href="https://democracysausage.org/">democracy sausage</a> but we also know this Saturday's Federal Election is not about free food but rather, the opportunity to choose which leader you believe is best for Australia.<br></p>
<p>Whichever party wins this weekend, changes will most likely occur to key economic sectors including the property market.</p>
<p>So, if you've recently bought a property or plan to buy soon, or you already have a mortgage, you may be uneasy about how the election will affect your property ambitions - especially after a <a href="https://lendingloop.com.au/rba-cash-rate-spikes-to-0-35/" title="Interest Rates Rising">higher than expected cash rate increase</a> a few weeks ago.</p>
<p>Read on to find out what the major and minor parties are offering to the real estate market.</p>
<h2><strong>LIBERAL PARTY</strong></h2>
<ol><li><strong>Superannuation and house deposits</strong></li></ol>
<p>Announced just a week before the election, the Liberal Party's superannuation plans essentially come in two sections.</p>
<ul><li><em><strong><a href="https://www.liberal.org.au/latest-news/2022/05/15/housing-supply-boost-greater-financial-choice-empty-nesters-and-pensioners">Lowering the age threshold of seniors</a> </strong></em>wanting to access a personal super contribution from a "downsizing" sale.</li></ul>
<ol></ol>
<p><a href="https://www.ato.gov.au/individuals/super/growing-your-super/adding-to-your-super/downsizing-contributions-into-superannuation/#:~:text=If%20you%20have%20reached%20the,65%20years%20old%20or%20older.">As it stands,</a> seniors 65 years old or older can add a contribution of up to $300,000 from the proceeds of a home to their super fund.</p>
<p>But last weekend, the Liberal Party proposed that as of July 1, 2022, this age would drop to 60 years old or older.</p>
<p>This could incentivise a further 1.3 million seniors to downsize and also enjoy an easy super increase while giving younger people a bigger chance of buying.</p>
<ul><li><strong><em><a href="https://www.liberal.org.au/latest-news/2022/05/15/harnessing-super-realise-australian-dream-home-ownership">Super Home Buyer Scheme</a></em></strong></li></ul>
<p>This plan will enable first-home buyers to access 40% of their superannuation (or a maximum of $50,000) for their deposit.</p>
<p>This isn't a brand new idea with the <a href="https://www.ato.gov.au/individuals/super/withdrawing-and-using-your-super/first-home-super-saver-scheme/">First Home Super Saver Scheme</a> already allowing people to access voluntary contributions to their super funds for their deposit.</p>
<p>However, the Liberal Party's new scheme is available to any first home-buyer who plans to buy either a new or established property to live in themselves for at least 12 months.</p>
<p>There are no caps on the property's price but the buyers must already have saved at least a 5% deposit.</p>
<p>As well, the money from the super fund plus all capital gains must be returned to the buyer's super fund after the property is sold.</p>
<p>Finally, the scheme won't start until July 1, 2023 - assuming of course that Scott Morrison wins the day on Saturday.</p>
<h4><strong>2. More opportunities for more expensive houses</strong></h4>
<ol></ol>
<p>The opportunity to be part of the popular<a href="https://www.nhfic.gov.au/what-we-do/support-to-buy-a-home/first-home-loan-deposit-scheme/"> First Home Guarantee Scheme</a> (formerly the First Home Loan Deposit Scheme) will increase to 35,000 places every year with price caps also rising across most of the nation by up to $250,000.</p>
<p>The new 35,000 placement figure is up from the previous 10,000 spots, allowing more first-home buyers to purchase a property with just a 5% deposit and with no need for Lenders Mortgage Insurance (LMI) as the Liberal Government acts as guarantor.</p>
<h4><strong>3. Extra incentive to purchase in regional areas</strong></h4>
<p>An extension of the First Home Guarantee Scheme, the Regional Home Guarantee would give 10,000 people moving to rural and regional areas the opportunity to purchase a home with just a 5% deposit.<br></p>
<p>This includes non-first home buyers and other permanent regional residents and as with the First Home Guarantee Scheme, these buyers would also not need to pay LMI.</p>
<p>However, the house they buy must be brand new or be under construction, and the buyers must not have owned a house for at least five years.</p>
<p>The scheme is proposed to begin on October 1, 2022.</p>
<h4><strong>4. Property assistance for single-parent families</strong></h4>
<p>The number of single-parent families assisted with homeownership will increase to 5,000 per financial year.</p>
<p>These people will also be able to buy their first home - or simply, re-enter the property market - with deposits of just 2%.</p>
<p>The scheme will run from July 1, 2022 to June 30, 2025.</p>
<h4><strong>5. Additional funding for affordable housing</strong></h4>
<p>The Liberal Party has promised to support social and affordable housing with an extra boost, by giving the <a href="https://www.nhfic.gov.au/">National Housing Finance and Investment Corporation (NHFIC)</a> an extra $2 billion for low-cost financing.</p>
<p>This cap increase of NFIC's Affordable Housing Bond Aggregator (AHBA) - which administers low cost, long-term loans to registered community housing providers - will support an additional 27,500 dwellings with the total cost of such financing increased to $5.5 billion.</p>
<h2><strong>LABOR PARTY</strong><br></h2>
<p>Not surprisingly, the Labor Party also has several ideas to help first-home buyers in particular achieve the "Great Australian Dream" of buying a house.<br></p>
<h4><strong>1. Help To Buy Schemes</strong></h4>
<p>Similar to Scott Morrison's First Home Guarantee Scheme, this $329 million plan will see the Labor Party provide all buyers - not just first-home ones - with up to 40% of the price of a home.</p>
<p>The buyers wouldn't have to pay LMI but would repay the government for their "equity contribution" over time.<br></p>
<p>As well, if the buyers want to purchase further stakes of 5% or more in their home, later on, they can do so.</p>
<p>However, the scheme is limited to just 10,000 places every year and is only available to people having a gross annual income of $90,000 or less (or $120,000 for couples). </p>
<p>If their income increases, buyers must start paying the government back ASAP while if buyers sell the house, the government will want to be repaid its share of the sale figure.</p>
<p>Finally, buyers must also still have a 2% deposit or more, be prepared to live at the home, and not purchase any other properties or land while within the scheme.<strong><br></strong></p>
<h4><strong>2. Housing Australia Future Fund</strong></h4>
<p>This plan will see Anthony Albanese's team build 30,000 social homes over five years while also creating new jobs.</p>
<p>The $10 billion idea would essentially be an investment fund or partnership with the NFIC with Housing Australia Future funds sent to the NFIC to pay for the 20,000 homes allocated to women and children and 10,000 homes provided for frontline workers including police, nurses and cleaners.</p>
<h4><strong>3. Regional First-Home Buyer Support Scheme</strong></h4>
<p>The Labor Party has also announced it will help 10,000 first-home property buyers to find a home in regional and rural areas, tripling the number of government guarantee opportunities currently available to this group.</p>
<p>The scheme will give buyers with only a 5% deposit the chance to purchase a country property, while also not needing to have an LMI as the government will guarantee up to 15% of the purchase price.</p>
<p>Both new and established homes are available under the scheme, along with house and land packages and off-the-plan apartments but the buyers must live in their house for at least 12 months.</p>
<p>They can also only have a taxable income of up to $125,000 per year (or $200,000 a year for couples).</p>
<ul></ul>
<p>Finally, the scheme will only apply to people who have lived in a regional or rural area for more than a year and would run until late 2025.<strong></strong></p>

<p><strong>Greens</strong><br></p>
<p>First announced in 2017, the Greens' plan to build one million homes over 20 years is still on their wish list for the 2022 Federal Election.</p>
<p>All these homes will be "sustainable, accessible and affordable".</p>
<p>As well, and like Liberal and Labor, the Greens have proposed a "shared equity" ownership scheme for first-home buyers, with the idea of having them live wherever they choose to for just $300,000.</p>
<p>When the scheme was first announced - also in 2017 - the plan was to build 125,000 new homes and sell them to people locked out of housing for $300,000.</p>
<p>The scheme is targeted at renters unable to afford a home and gives these buyers the chance to own up to 75% equity in any given property.</p>
<p>Monthly payments would go towards paying off the home loan and if buyers wish to sell the home, they simply sell their share to the Greens.</p>
<h4><strong>One Nation</strong></h4>
<p>While this party has not specifically outlined its property market promises, party leader,<a href="https://www.onenation.org.au/labor-housing-plan-fulfilling-the-great-reset"> Senator Pauline Hanson, recently commented</a> that the best way to make housing affordable for Australians was to "close the door to foreign ownership and lower immigration numbers."</p>
<p>Ms Hanson added that she supported Scott Morrison's recent plan for buyers to access superannuation to help them purchase a home; however, she did not approve Labor's plan to have an equity stake in someone's house.<br></p>
<h4><strong>United Australia Party (UAP)</strong></h4>
<p>This party's top property commitment is to cap mortgage rates at 3% for at least five years.</p>
<p>UAP chairman Clive Palmer has also proposed that the first $30,000 repaid on a home loan should be tax-deductible every year.<br></p>

<p>The March quarter inflation data left the RBA with little choice but to increase its interest rates, and though it came as no real surprise to anyone who follows the financial and property markets, this week's confirmation of a <a href="https://lendingloop.com.au/rba-cash-rate-spikes-to-0-35/" title="Interest Rates Rising">0.25% rise </a>was greater than expected. </p>
<h2><strong>Fortunately, the news isn't all doom and gloom for property buyers </strong></h2>
<p>It’s important to remember that the increase of 0.25% is nominal for the average borrower and that, typically, lenders factor in a 3% buffer when they approve a loan. Furthermore, thanks to the COVID lockdowns, many borrowers are as much as 45% ahead on their mortgage repayments, according to <a href="https://www.apra.gov.au" title="APRA">APRA</a>. </p>
<p>However, with Philip Lowe warning of <a href="https://lendingloop.com.au/homeowner-heres-what-to-do-when-interest-rates-rise/" title="What to do when interest rates rise">further increases over the next twelve months</a>, some borrowers may need to exercise caution, especially in Sydney where the city’s median house price sits around $1,400,000 and there is a greater risk of them falling behind in their repayments. For example, for the average borrower with an interest-only mortgage of $620,000, a 2% rise would mean an increase of $1033 per month.</p>
<h2><strong>Incentives promised by the current government and the ALP during this election campaign mean there may be no better time for buyers</strong></h2>
<p>Despite obvious concerns, most people view this correction as a necessity. And coming as it has during an election campaign – a time when both parties are vying for votes - the rise is good news for those <a href="https://listingloop.com.au/news/5-ways-to-save-for-a-house-deposit" title="5 Ways to save for a House Deposit">renters trying to save a deposit to buy</a> - especially if property prices continue to decline as a result. </p>
<p><a href="https://www.abc.net.au/news/2022-05-03/rba-interest-rates-variable-or-fixed-rate/101031498">As the ABC confirmed</a> in an article this week: <em>“Prior to the election, homeownership for low-and-middle-income earners – without the bank of mum and dad – was little more than a pipedream, but both sides of politics are now dangling the carrot of the Great Australian Dream.” </em></p>
<p>Obviously, some young borrowers who have never experienced the high-interest rates of the nineties will be ill-prepared for such a rise. Few of them will be able to compute the mortgage stress caused by the 17.5% interest rate we experienced then. And for those buyers who have overextended themselves, the decision may leave them exposed, with limited choices: either they reduce their budget or <a href="https://www.smh.com.au/money/saving/seven-ways-to-boost-your-income-20180205-h0tsgg.html">increase their income</a> in some way.</p>

As the ABC points out, “It is important to remember that by taking out a fixed-rate loan you’ll need to cough up extra cash if you refinance your loan at any stage, move home or break the contract for another reason.” </li><li><strong>SAVE! SAVE! SAVE!</strong> If possible, increase your savings marginally for added financial protection and to benefit from the rate rises. Some sort of emergency fund is a good idea.</li><li><strong>Make extra repayments</strong> on your home loan <strong>IF</strong> and <strong>WHILE</strong> you still can.</li></ol>
<p>There is no greater stress than mortgage stress and the pressure to keep a roof over your head, but there's usually a solution to every problem so try not to panic or make any impulsive financial decisions. Consider all your options carefully before you rush in and list your property to sell. We are living in unsettled times, and now, during an election campaign and on the back of the first interest rate rise in eleven years, may not be the optimum time to <a href="https://listingloop.com.au/seller-assist" title="Listing Loop - Seller Assist">sell</a> unless you must.</p>

<strong>Most of Australia may be a seller’s market right now, but there are still a few dozen suburbs around the country where there’s more housing stock available than in previous years. One key factor that’s resulted in the current “seller’s market” across the majority of Australia is the low level of housing stock available for sale.&nbsp;</div><div class="entry-content"><br></div><div class="entry-content">
In the three months to May, CoreLogic <a href="https://www.corelogic.com.au/news/which-suburbs-are-better-buyers" target="_blank" rel="noopener">estimates</a> that around 164,000 dwelling transactions took place across Australia, while just 136,000 new properties were added to the market.

And as we all know, when demand outstrips supply, that naturally results in strong price increases.

 
<h2><strong>So where do home buyers have more housing stock to choose from?</strong></h2>
Rest assured some suburbs still have plenty of supply. CoreLogic has <a href="https://infogram.com/which-suburbs-are-better-for-buyers-1h7g6k0jgjpl02o" target="_blank" rel="noopener">crunched the numbers</a> and identified 33 suburbs across the country with listing volumes higher than the five-year average in May.

Some of them are famously trendy too, such as Fortitude Valley in Brisbane (pictured), Randwick in Sydney, and South Yarra in Melbourne.&nbsp;</div><div class="entry-content"><br></div><div class="entry-content">

<p>As fewer sellers came to the party, buyers pushed prices, causing a strong growth in property values which can be attributed to:</p>

 	<li>Lowering mortgage rates and borrowing costs</li>
 	<li>Increased consumer confidence</li>
 	<li>A trend towards property-owning among the younger population</li>

<p>The onset of the pandemic also caused a dent in nominal house prices.</p>
<p>KPMG <a href="https://assets.kpmg/content/dam/kpmg/au/pdf/2021/covid-impact-australia-residential-property-market.pdf">reports</a> show that with the exception of Canberra, all major cities felt a slowdown in prices. For instance, prices in Melbourne dropped 2.8%.</p>
<p>Targeted government intervention helped plug price declines.</p>

<p><a href="https://www.afr.com/property/residential/rental-affordability-worsens-as-housing-supply-dwindles-20210616-p581ee" target="_blank" rel="noopener noreferrer nofollow">Reports</a> show that households now spend between 30% and 50% of their income on rentals.</p>
<p>Rental property shortages, lowering vacancy rates, and record price hikes in rental rates are putting pressure on tenants in the expensive capital city and regional Australia.</p>

NAB’s predictions indicate a national property index of 71 in 2021 and 72 in 2022.</p>
<p>The bank’s reports also point to slowing growth in the real estate market in 2023.</p>
